Government gives two types of holidays - gazetted and restricted. What is the difference between them?
I want to know the precise difference between a gazetted holiday and a restricted holiday. is there any mandate that the institutions recognized by the govt. bound to observe these holidays. kindly enlighten me.

- This is all I could find on the subject: The controversy surrounding the proposed notification on changing the list of holidays in Goa is being opposed by different groups for political reasons. Chief Minister Manohar Parrikar feels his proposals were either being misunderstood or misinterpreted by vested interests for various reasons. He was forced to withdraw his "holiday reform" due to pressure from many quarters. Referring to the decision, Chief Minister Parrikar called it an "administrative reform" to cancel, shift or change holidays since the routine administration was affected due to the increasing number of holidays in Goa. He says there is no harm in having restricted holidays. Citing an example of the holiday on December 3, he said, every year on the occasion of St. Francis Xavier's feast, members of the Catholic community enjoyed the holiday while others did not. On such occasions, the Catholics need a restricted holiday. So is the case with Good Friday. In case of Dasara Hindus can opt for a restricted holiday. UGDP MLA Mathany Saldanha says cancellation of holidays on St Francis Xavier's Feast Day and Good Friday will hurt the minority community. He alleged that the coalition headed did not consult the UGDP, its partner, before announcing the notification. BJP insiders feel caution should have been exercised by the chief minister while handling such ticklish issues. They said hurting a minority community gives the opposition a stick to beat the government. According to the list announced in a fresh notification, there are 18 public holidays in 2003. The public holidays list, include Republic Day, May Day, Independence Day, Gandhi Jayanti and Goa Liberation Day, Idul Zuha (Bakrid), Id-e-Milad, Idul-Fitr, Mahashivratri, Holi, Gudi Padva, Ganesh Chaturthi (2 days), Dasara, Diwali, Good Friday, Feast of St. Francis Xavier and Christmas. Included in the list of 21 restricted holidays are New Years' Day, Makarasankranti, Guru Ravi Das Birthday, Shivaji Jayanti, Muharam, Ram Navami,Mahavir Jayanti, Maundy Thursday, Budha Purnima, Feast of Sacred Heart of Jesus, Raksha Bandhan, Janmashthami, Hartalika, Onam, Govardhan Puja, All Souls Day, Guru Nanak's Birthday, Guru Tej Bahadur Martyrdom Day, Feast of Immaculate Conception, Christmas and New Year's. In the list of eight commercial and industrial holidays are Republic Day, May Day, Independence Day, Ganesh Chaturthi, Gandhi Jayanti, Diwali, Goa Liberation Day and Christmas Day. Casual employees, including daily wagers will be entitled to paid holidays if they are in service on the preceding and succeeding working days. There are 17 bank holidays, including Republic Day, Idul Zuha, Mahashivratri, Holi, Yearly closing (April 1), Good Friday, May Day, Independence Day, Ganesh Chaturthi (2 days), half yearly closing (Sept 30), Gandhi Jayanti, Dasara, Diwali, Idul-Fitr, Feast of St. Francis Xavier and Christmas Day.
